The chief judge of each of Florida’s 20 judicial circuits has administrative supervision over all courts within the circuit, and may enter and sign administrative orders to carry out this responsibility. See Florida Rules of Judicial Administration 2.020(c) & 2.050(b)(2) & (e)(3). Further, a majority of the circuit and county judges in the circuit may propose local rules as defined in Florida Rules of Judicial Administration 2.020(b). The judges must notify the local bar within the circuit and permit oral or written responses before submitting local rules to the Florida Supreme Court for approval.
